我问过一个外教，a of b，which的问题，他说要看句子的意思是要修饰哪个，在都能修饰都合理的情况下，优先修饰a。

1.关系代词作主语，谓语动词与先行词要求主谓一致——咱来看一下，先行词不用想就是satellites，那么than后用的是are（复数）

2. than就是定语修饰主语，a group(collective N--单数）of New World tropical birds（限制性修饰成分），那么that includes应该修饰的是a group of NWB这个整体——因此是单数

LZ要看清楚成分和修饰的内容，不要盲目的只看到one of或者是某个局限性的部分，要从整体下手，来看修饰，当然最好还是要结合语义，语义为王嘛

上面的说法是对的
A “mission-critical” modifier falls between. This modifier is often an O fphrase that defines the
noun. The less important modifier refers to the noun plus the first modifier.

上面第一个例子里的ONE OF 不是限定性修饰啊所以不能跳过修饰
