我想问一下，C选项可以改成 in 1984 they presented forty-four percent么？我就是想问，如果不用答案的那种省略方式，这句话还能改成其他的省略的并列句么？

個人認為不可以，修改以後的內容not effective.
they指代mortgage payments，所以變成：in 1984 mortgages payments represented 44%...FOR WHAT?!
句子的意思不完整.

相比之下，B項the figure就明白，表示30歲男性收入的百分比是 44%.
