明白为什么选D，但同时也纠结C，如果政府可以设法研究24周内就检测出fungal rot的方法，不也可以解决这个问题么？还是说C的错误原因在于政府只是去研究，但不保证成功？因为选项中说了"possible ways to test tulu plants less than 24 weeks old" 我就assume 这个possible ways 是effective ways了

C 我觉得就是你说的问题。Researching不一定会出结果。这里问的是一个东西如果执行就能解决这个问题。Researching是一个尝试，即使政府去派人研究，在有效结果出来之前是不能解决这个问题的。相比之下，D是强很多。没有对比就没有伤害哈
