You ask a lot of questions, and I don't really know all the details, so it will be hard for me to give you the best answer, but I will share my thoughts with you based on what I have read here. First of all, for the most part I find that an MBA is most useful after at least 3-4 years of working experience. And actually, this is how the programs were designed. I feel personally that the knowledge you come away with later is far more useful once you have a few years of professional experience under your belt.
Is the university that you have an offer from worth it? I don't know. Because I don't know what university it is! But the question you need to ask yourself is: 1. Will this program help me reach my goals? 2. Will I be able to get a job afterwards? And to find out the answer to these questions, you need to do a bit of research. Look at the school's "Employment Report" and employment statistics, and try and get a hold of a few students and speak to them. The location for rural schools probably matters, because small schools tend to be very regional. Meaning if you get a job offer, you will likely get it in the region of the school. So if you are okay with that, then maybe it can be a good option.
Anyhow, it is very hard for me to tell you what to do, because I don't really know your situation or what your goals are, but hopefully this will help you get some ideas.
