首先，这句话单独使用but also 意思不是表示递进而是表示转折，尽管have admiration but also 保持怀疑态度
如果使用not only but also 那么也只能使用在前半句中not only as a person but also ascertain a politician

谢谢你，基本明白了。含有转折的意思，就可以单独but also.
38题解析里说题目可以理解成“Tahore had not only admiration but also skepticism” , 但用这个习语的选项没有用对。而正确句子里没有取递进的意思。
