请问C不对的原因，是因为them有指代的错误吗，除了这个，还有别的错误吗？

grouds to do is not proper

E an applicant 和后面的 them 不一致

明白E为什么是错的，但是A中时间状语in the five years修饰的可能是drug，而我觉得逻辑上应该是用来修饰use啊，这样的话，其实不是有歧义？是不是这道题本身就不好呢？
