i chose D,but the correct answer is C, why use "were", is "capital" plural.


could someone help me on this. thank you a lot!

I agree with C , since I looked it up in the longman dictionary.

Capital:

▶MONEY◀

Besides,

Portion

[usually singular] a share of something, such as responsibility, blame, or a duty, that is divided between a small number of people

The other driver must bear a portion of the blame for the accident.


Don't trust the answer sheet, there are a lot of mistakes in it.
