对C取非,则reports of airplane mechanical problems have increased in frequency by 50 percent since last August也是正常的了,那么“new and more stringent rules for identifying and reporting mechanical problems”是否起作用了就不确定了。

C是在排除他因

不知道这样理解对不对

如果mechanical problems真的上升了50%,那么当report上升50%时,所说的new and more stringent rules for identifying and reporting mechanical problems have been in effect就没有起到作用了。
