答案是B。parking fee使cost增加，人们认为很贵却还是take private vehicle。
我的问题是，如果mayor再加five dollars，也许人们就会认为贵的受不了，而去take a bus了呢，这样的话，reasoning就没有问题啊，mayor就是要加cost到take private vehicle 的人改变主意。
请指教。
