Often patients with ankle fractures that are stable, and thus do not require surgery, are given follow-up x-rays because their orthopedists are concerned about possibly having misjudged the stability of the fracture. 这题逻辑是:如果ankle stable,就要X-ray 复查,确保stable是诊断无误。但经过X-ray复查后,发现之前的诊断都是正确的。所以用X-ray复查就是浪费。
C选项,X-ray经过很多医生review,这增强了X-ray复查的准确性,也就增强了argument的结论。

C的意思就是那些判断为无需复诊的X光片都是很多有经验的医生认真看过X光之后得出的结论,不是误判的。等于是加强了前提的正确性,也就加强了X光复诊的确没必要这个结论。
