针对脚踝骨折情况比较稳定不需要手术的病人，外科医生一般为了避免误判都会让病人进行X光检查确保骨折情况是稳定的。许多接受X光检查的病人的案例显示，最初被医生诊断为骨折情况稳定的病人后来愈合的都很好。因此如果初步判断骨折情况稳定，就不需要再做X光检查。
这道题考察加强，属于调查性类型，答题要点是要确认调查样本要有充分的代表性，所以选C，
