标题: 250-216定语从句解惑

At the beginning of the year, the city allocated $150 million to cover the increase in wages that it expected to approve as a result of negotiations with the municipal labor unions.

(A) increase in wages that it expected to approve as a result of negotiations

(B) increased wages it expected to approve from negotiations

(D) negotiated increases in wages it expected to approve（A）

(E) increases expected to be approved in wages from negotiating

哪位NN指教一下

这里的定语从句先行词THAT指代increase,但that前面有wage,是否会有指代歧义的嫌疑? 我记得跳跃指代的原则是要不能产生歧义的基础上,

还是说THAT指代定语从句宾语时有另外的原则? 如果有的话是什么原则

increase in wages结构中in wages作为increse的修饰成分，所以我们可以把increase是主名词，所以之后的that定从从语法上是可以修饰increase的；至于歧异的问题，关键在于that定从如果修饰wages，那么approve wages从逻辑上无法讲通，所以that从句应该是跨越修饰increase的。

...很是同意无名的观点.

但问题是有很多题目是明显逻辑上讲不通的修饰ETS确说可能引起歧异,海...还是有点困惑
