答案选e，没什么疑惑。但是由此想到一个问题，如果一句话的结构是A,B,is... 其中b是a的同位语，而且a和b都是可数名词单数，那这样会不会产生起义，就是is不知道修饰谁？！

怎么会有乱码？！

再问一次，如果 A,B,is... 中a和b都是单数可数名词，会不会产生is的修饰不明？

不会，因为B被逗号给前后断开了，很明显就是同位语。--单从结构上来说

my understanding:

Declining is the adj to values.Its meaning is like recessionary. And "values" is the subject. So the verb has to be "are".
