According to the Tristate Transportation Authority, making certain improvements to the main commuter rail line would increase ridership dramatically. The authority plans to finance these improvements over the course of five years by raising automobile tolls on the two high-way bridges along the route the rail line serves. Although the proposed improvements are indeed needed, the authority’s plan for securing the necessary funds should be rejected because it would unfairly force drivers to absorb the entire cost of something from which they receive no benefit.



119. Which of the following, if true, would cast the most doubt on the effectiveness of the authority’s plan to finance the proposed improvements by increasing bridge tolls?

D是正确答案,但是C也没错呀。比如有99%的人(也在many范围内)在涨价前买了5年内都用不完的token(这也是在C里more token than usual允许的范围内的),这个方案怎么有作用?


ETS给的解释是这种作用不significant。我就不知道怎么就不significant了。

而且D只是说了过去怎样怎样,并不代表现在就会这样。

所以还是postpone the effects,而20%的commuter转向其他公路直接影响了toll gate的收入,所以更直接一些。

但是严格说起来,如果涨幅在20%以上的话,就很难说哪个削弱了。。。

是呀,如果涨幅是3000%,走了个20%的人算什么。呵呵。

考试还是要选这个地,骂ETS还是要骂地。

关键是搞清weaken的本质,WEAKEN 的本质是对结论产生怀疑,而不是使结论不能成立。所以,对于D,由于走了部分人,所以该计划的效力就产生了怀疑,所以起WEAKEN作用。而C只是使该计划效力慢点起作用(postpone the effects of the increase),并没有怀疑计划是否有效。正是在这个意义上,D不能起weaken作用,这点不要和生活中的观念联系起来,以为延期就是怀疑计划。
