不行，这样to.....to....作目的状语，那么整句话就会成为reflect....to.意思大错特错。

如果按照BD选项使用to...to...的结构，那么这两个不定式的逻辑主语就是the gains, 而不是economy,从而扭曲了原来句子的含义，这是我的理解，欢迎讨论。

支持楼上，不定式表目的的逻辑主语是主句的主语。使用从句动词的逻辑主语就变成了从句中的主语

对的to do表示逻辑主语是主句主语，变成了the gain reflect confidence to avoid the recession. --> the gain will avoid the recession. 而实际上应该是the economy will avoid the recession.
