其他的语法点都知道错误了~ 就是有三点想不通：
1.under provisions of the new maritime code这个介词短语是不是本来作状语修饰整句话的？
2.状语一般放在句首加逗号而不放在句中是不是avoid像这道题这样有修饰邻近名词的嫌疑？
3.介词短语如果在一句话中是不是修饰最近的名词？有夹心修饰的歧义吗？
