我知道so as to 和so that是区分是否是单一逻辑主语的，我的问题是主语是指哪个，比如这题：如果用了so as to，主语是指向了Congress还是employer呢？

so as to仅用于简单的系表结构中，不应用于此句

两个考点:

1.require that & require to的区别,没有问题;

2.清晰指代:其实OG里有几乎是一样的原题,用OG的口气解释B错是ambiguous,so as to会混淆是指向employers还是workers,所以楼主的sense非常棒

关于D项我还有一个疑问:

so that they can的they有没有指代不明的问题? 因为they既可以指workers, 也可以指employers.
