如果你别想太多,就知道最后一句话的意思。原文的意思为那些家伙不能放在TOP,领导关系是从TOP往下的。

谢谢两位,如果按照两位的理解,提干应该改为“we should not vote to......才对吧?那么第一句话的意思是不是说,我们不能投票选举一位不能领导a missile wing, a bomber squadron, or a contingent of fighters jets的人作为军事指挥链的上层。那和“领导关系是从上往下的” or “establishment of leadership should begin with the top chain of command”有什么直接的关系呢?
