答案是A!! 但是A不是没谓语吗？？？make不是从句的谓语，然后make和established并列，都是从句的谓语，不对吗？？ aprroved不是一个修饰语吗？？

求教！！！NN!!!

楼主，你理解有误，我当时也做错了。
approved...是修饰the act的
that made provision...是the act of congress的定语从句
真正的谓语是established

真正的谓语是established的话，also不是没有对应吗请问？？第一感觉是made和established对应

没有规定also一定要有所谓对应什么的吧。这句话缩句完了，主干就是The act of Congress also established the Library of Congress. 就好像你说I also like this one. 这句话也没有错吧。
