个人之见~
大概逻辑：SG使A减少，所以结论：取消hunt限制——减少SG——就会导致A上升。
A是限制的原因，无关
B说限制早取消了，所以现在再正式取消当然没用的啦
C每年hunt SG的数量都上升，不介意再捕多点。无关
D支持原文 breed in the Arctic and are displacing birds

这题让我捣鼓了半天 以至于让我怀疑自己的智商。。
首先看一下一个例子
it has been 10 years since we last saw each other.
---距离我们上次相见已经过去十年了。（暗示最近几年都没有见过了）/ 没有人会翻译成---“我们已经相见了十年了。”
同样这里
It has been many years since the restriction led to the hunting season for snow geese being closed earlier than the scheduled date.
--->距离上次因为限制而提前结束 已经过去很多年了--- （暗示最近都不会因为restrictions而提前结束了, 也就是restriction不再是一个原因了 i.e 比如猎人们都不愿意捕猎啊, 或者压根就捕不到原来的上限，去不去掉上限根本无所谓）
所以B 选项 削弱了这个方案的有效性. 实施和没实施并没有啥样影响。
