这道题我觉得D也是有道理的，如果将D取反就是1996年没有装有RDS设备收音机的Vders可以接收到来自RDSstation的信号，这样不就是正确的了吗，Vders的人数增多了，正好削弱了原文的结论啊？求大牛解释~谢谢~

D只是把原文陈述了一次，没有削弱效果。D是说1996年没有radio设备的人也没法接受自从1994年开始的RDS广播节目。
答案是A，A是说自从1994年以来，很少有RDS的广播站向以前有设备但是收不到信号的人发节目，意思就是说增加的400个广播站cover的还是以前客户的区域，并没有客户以前有设备，但是因为信号不强(或者没有信号)而收不到节目。想想联通的广播站就知道了，如果以前有联通卡的人，但是因为身边没有广播站收不到信号，那么联通在这个地方多建几个站，有卡又能收到信号的人就增加了，如果联通新建了机站，但是都在以前就能cover的地方，那么cover不到的还是cover不到，客户不会增长。

我觉得其实D的问题在于扩大了论述的范围，所以不直接和题目相关了，能不能听RDS和能不能听到RDS的特别节目信息，是两个概念，题目问的是听特别节目的数量。A是说几乎没有增加RDS广播覆盖的范围。
