什么叫separate for? 因为没读懂这个词，就没理解这整句话。。

句子主干this year city services wil separate（separate此处是vi. 可以理解为要拆分），“for recycling....."是separate的目的状语，recycle enough refuse 以减少（to reduce)要被焚烧的废物的数量（to be incinerated 修饰refuse）至去年数量的一半，主干就是reduce refuse to...。
