A recent poll of elected officials suggests that candidates, when in the midst of a tough campaign, often make statements about an opponent that they may not think is true.
A) is
B) are
C) to be
D) of as
E) it is

The phrase may not think to be true is a hypercorrection or a colloquialism. It makes sense, but it's awkward in Standard Written English.
我觉得make sth to be true 挺好的。。。

你选C了 那么 that they may not think 是什么意思?

A recent poll of elected officials suggests that candidates often make statements about an opponent that are true.

真正的结构应该是这样的:often make statements (about an opponent) that (they may not think) are true.
