So-called green taxes, which exact a price for the use of polluting or nonrenewable fuels, are having a positive effect on the environment and natural resource base of countries as varied as China, the Netherlands, and Hungary.

(A) as varied as

(B) as varied as are

(D) that are as varied as

(E) that are varied as are

求问这题as varied as 是什么意思
这题语法笔记里给的解释是习惯用语 A as varied as B，A和B要平行，B用来解释、举例A。
那么为什么D选项是错的？语法笔记里给的错因是that指代了countries，那么比较的对象就变成了国家多样性的比较，可是varied应该是指的resources的多样性。
但如果这么解释的话AB要平行为什么不选C？因为如果选A的话比较的也是国家。

并且，想知道vary在这里的意思？以及有没有举例A as varied as B其他用法？
