while it costs about the same to run nuclear plants as other types of power plants, it is the fixed costs that stem from building nuclear plants that makes it more expensive for them to generate more electricity.
B. while the cost of running nuclear plants is about he same as for other types of power plants, the fixed costs that stem from building nuclear plants make the electricity they generate more expensive.

B选项是正确现象，但是根据manhattan里as前后应该parallel啊，难道不是as that of other types of power plants?难道用as后面跟for介词短语可以代替?
求大湿们指点

正确选项是在比较 the cost of running plant A 和 the cost for plant B= the cost of running plant B
所以省略了for就变成了 cost 跟 plant的比较；如果使用that of plant B（买工厂B的花费）那就改变了意思，the cost for plant B（run plant B 的花费）
如果必须要完全一致的话，那应该是 the cost of running nuclear plants is about the same as that of running other types of power plants......`

其实我主要问的是为什么是用for 而不是 of，不过后来仔细看了看
the cost of running nuclear plants
the cost for other types of power plants
出题的真懒。。。
