答案是E，我也觉得这个答案是最佳的，但是我怀疑E方法的可行性：
题干中说了' few other countries export the metal (没有其他国家出口metal)，那么L从国际市场上买的metal算不算是一种进口，卖家算不算出口呢？

有没有同学解释一下呢，我觉得这题有点自相矛盾，world market不是应该建立在有至少两个国家出口的基础上嘛？给点提示吧

还是我想太多了

我怎么觉得答案应该是b呢？e的逻辑有问题，像题主所说，而b指出embargo有可能根本不会发生，难道不是最大的质疑吗？

我认为B的问题在于其否定了结论的前提条件，题目中结论就是with an embargo, Zenda might xxx，在削弱题型中否认前提是错误的：）
