句意上讲，investing是cities做的，所以cities are stressing ....and investing，排除CDE，AB区别在于economic修饰的是谁，A是促进经济发展，B是节约地发展经济，选A
逻辑上讲，即使你看错了以为invest与greater并列......恩那就没选项了
