原文是逆命题的逻辑错误。

原题的错误是：命题A正确，所以A的逆命题正确

E的错误是：命题A正确，所以A的否命题正确。

这两种错误不一样，所以选E

懒猫的解释有误。E之对在于其为逆否命题，其余皆为逆命题。

E。我是这么理解的：

原命题：只有当一个国家里其公民的意见对政府有影响，这个国家才是民主国家

for a country to be democratic应该理解为：

in order for a country to be a democratic country,。这句其实应该是是结论，不是原因。

结论命题：由于这些国家的公民意见都不能有这种影响，所以这些所谓民主国家都不是真正的民主国家。

结论命题是原命题的否命题。

E。None of the so-called Western democracies is really democratic, because, for a country to be democratic, the opinion of each of its citizens must have a meaningful effect on government, and in none of these countries does each citizen's opinion have such an effect.
