是不是这个意思呀？经济好的时候有25%的学生在私立，经济不好的时候去私立的人数应该减少，去公立的就增多了，这样由于比例不变，公立学校在经济衰退的时候需要的老师反而要多了，不会减少

啊，对对对，经济不好的时候他们就没钱去私立学校，只能去公立学校了
