我看到的一份解答中写道“B的 in 1999位置不对,导致修饰不清”对此我感到十分怀疑

the passage of the Anti-Cybersquatting Consumer Protection Act in 1999 是 the n1 of n2的结构，其强调的应该为n1，则修饰的是passage

和正确选项C中the passage in 1999 of the Anti-Cybersquatting Consumer Protection Act表达的是相同的意思

假设in 1999修饰的是Act不是passage，那么B与A的位置相同 in 1999 紧跟Act之后，也没有改变原文的意思

对介词短语修饰的问题感到很疑惑，求解答！！！

你的主要疑惑在于既然原文中它的位置是这样，那么说明至少这样做并不错----这里有一个误区。
因为原文中是分词passing,所以它本身可以有状语，这里介词短语是它的状语，而不是定语，这也是为什么正确选项中用了passage以后介词短语的位置需要变化的原因，因为只有这样才能保留原文的意思，而不是保留原文的形式。

另外they指代those也是错误的
