我的问题是：B中，and thus inform 应该和前面的that traval 平行，为什么不重复前面的引导词that？

（二）平行元素的引导词

从句开头的“引导词（where/who/whose）不可以省略，即使引导词一样”；
Wrong: I want to retire to a place WHERE I can relax AND I pay low taxes.
Right: I want to retire to a place WHERE I can relax AND WHERE I pav low taxes.

曼哈顿语法中说开头的引导词不可以省略，其中有who，那么who引导的从句的主语也是一样的，为何这里就不能省略呢

if the there is no ambiguity, you can omit "that" for the sake of concision.

你举的例子是从句的平行
原题是动词的平行
就好比 I played a basketball game last night and got 20 scores.
played和got平行
在原题里，只不过这部分整个放进了从句而已。

谢谢D大回复，所以说that平不平行不能作为首要split点？

是
看句子意思需要这么结构
这一题里要是变成两个定语从句也是ok的
calls that travel...and that inform...
有的题里是需要两个that引导的从句平行的
比如that在从句里的作用一个是主语一个是宾语的话
the apples that are red and that John gives to me
