标题: <提问>求解答，关于which指代的问题
看了PREP语法笔记里面一句话：

4. 通过时态区别which的所指：

488. Like the government that came before it, which set new records for growth, the new government has made laissez-faire capitalism its cornerstone.

这个which向前指代在新政府之前的那个政府，根据which中时态set判断是过去式，it指代后面那个new government，
这里我不太清楚如果改为which has set,这里的which能否指代it.也就是…it, which..这种用法符不符合gmat习惯？
