When people evade income taxes by not declaring taxable income, a vicious cycle results. Tax
evasion forces lawmakers to raise income tax rates, which causes the tax burden on nonevading

taxes by hiding taxable income.

allow for 的意思是考虑到，C的意思是：lawmaker在制定rate时候没有考虑到有人会逃税。如果lawmaker考虑到大家会逃税，就不会一味的提升rate，从而导致恶性循环了。
