这题正确答案是C 但是我不太明白如果选C，In analyzing campaign expenditures的动作发起者就变成了 MEDIA，这样合理吗？还是我理解错了？

if you say " subject + clause + IN VERBING", then "subject + clause" must be an actual part of the action of VERBING
e.g.
I solved all the problems in OG13 in preparing for the GMAT.
-->notice that solving the problems IS ACTUALLY PART OF preparing for the test.

本题里 have focused on ... 就是analyzing 这个动作的一部分
媒体在分析竞选运动的支出时，一直侧重于...,但是忽视...

正确选线是C，我错选了E
笔记给出的解释是“animal that is found…and that, resembling结构不平行，第二个that从句缺少谓语动词”。可是难道不能把“resembling a hummingbird ”看成插入语，后面的has是谓语动词吗？

这句话就没有谓语了
