关于A选项我有个问题，“those states with the strictest environmental regulations invest the most in education and job training". 那些实行严厉环境法规的州在教育和职业培训领域投入的最多。
但是我的想法是，教育和职业培训投入多不见得就会有help econmic growth,当时做题的时候觉得有个GAP,就直接秒排了。
请NN们帮帮我。

前提是一个果：strictest的law下，仍然有highest growth
结论是一个因：环境regulations promote growth

问削弱。（这里做了个转换方便理解，原文是however然后问支持）

所以需要找到一个别的原因来解释前提里的果；或者直接削弱题干里的因果关系。
看回选项：
A提出了一个POSSIBLE reason to explain the situation: strictest law --> highest growth
这里并不需要一个100% confirmed的reason, any possible reason could undermine the reasoning.
B加强了原文的因果
C无关
D加强了原文的因果
E仍然是加强

所以只能选A
