答案是B没错吧，
我认为是这样，题目的argument是 those locations will not stay vacant for long
很明显，题目的意思是discount倒闭而non-discount火热
但是题目a new store has opened at the location of every store in the shopping district that closed because it could not compete with Colson's
偷换了一个概念，即“ a new store "，没说是discount还是non-discount
因此要weaken题目的argument,就说开的所有店都是discount,也就是说开了也完蛋，location will stay vacant,
要strengthen题目的argument,就说开的所有点都是non-discount,就是说开了很火热，location won't stay vacant
