第二个人意思是如果把H地区企业周边的停车场利用起来就会盈余出停车位

我觉得这个题目可以按照支持题目对待

前提：公共停车区域的短缺-司机不执行不休息(不是不愿意)
结果：政府要建更多
这明显是因果  选项有四种可能 (具体看lawer对于support题的解释)
B: Truck drivers are most likely not to comply with the federal law if the total time required for a trip exceeds ten hours by less than an hour.  这个是说对于那些总运输时间只超过10小时不到1小时的司机们不会遵守这个law 这个我认为没有关系  这个不能支持多建停车场就可以让他们不再这里了

C：很多私人停车的地方相比公共的更加节省时间所以从一个角度来讲说明公共停车场的位置不好+数量少  选择C
