conclusion,  g-funding of art cannot lead to works of ture artistic excellence.

need a bridge here.

to figure out whether artwork incapable of reflecting artistic conscience can be work of ture artistic excellence. (assumption 2 )

then E

A totally irrelevant.   especially for the word taxpayer.
