想请教一下，

with的复合结构：

有逗号，就是独立主格，伴随句子的谓语动词

无逗号，做状语，如题目中的A，with做状语修饰的是the nation’s leading gas and electric company吗？？

因为假如 with states 做定语，那么修饰的是 the utilities in question，但是，with做状语修饰能修饰名词
the nation’s leading gas and electric company 吗？？？？

介词短语修饰就近的名词， the nation’s leading gas and electric company不是最近的介词短语。。。。。。

首先，这道题通过单复数秒选：merger of gas and electrical companies is 或者 merger of gas company/ companies and electrical company/ companies is 就这么两种表达方式（虽然逻辑意思都不同，但好歹没更严重的逻辑错误），秒选E.
你说的with states opening，肯定是状语，状语修饰动词create：在国家开放xxx的情况下去create xxx。
