一般，comma+v-ing 不都是做状语修饰前面的主句，或者做前面动词的伴随状语，为什么这里作为breakwater的修饰语？还是这里是根据语义判断出来的？

你自己也说了，如果是comma+ving 做状语，主句的主语做ving意义上的主语。这句话的主语是the Army Corps of Engineers。。他们总不能absorbing energy吧？
