如果这种父母真的不想花钱，这种政策本省当然是不会有什么效果的。但是题目中说的是make it possible
也就是说，不管父母是否愿意花钱，政府的政策在客观上让小孩得到更多照顾的可能性已经有了。所以这就不能作为对原文的一个削弱。
