我是这么因为的,如果“超速”一事按照样本平均值来分析,由题目的内容,Maryland vehicles 3% equip with radar, 那么应该有3%的超速被罚事件equip with radar.但是事实却是33%超速被罚事件with radar.因此,得出pre-conclusion, drivers who equip their vehicles with radar detectors are more likely to exceed the speed limit than are drivers who do not.
这个pre-conclusion和conclusion之间有一个jumpover,即副词regularly
B make up for the jumpover.

原文的fact是3%的车装反雷达,33%因超速被罚款的车装了反雷达;conclusion是装了反雷达的车更可能超速。
B与原文最后一句话的区别就在于把超速和罚款联系起来。
