答案选A，完全没明白，人家兴建教育和工作培训，为何就能够提升经济增长了呢

结论是根据假设环保严控降低经济增速。反例为环保最严的州经济增速最快。最后一句话是撇清反例与结论五因果联系，即说明环保最严的州经济增速最快，并不能说明环保控制能使经济提升。
BCDE都无法削弱反例，只有A有可能。

BCDE无关 A是他因反驳环保严控的州不是因为环保控制才经济增长是因为投资在edu和training上
（关于lz问的虽然和原题无关可以解释为 edu和training提高--- 有工作的人多 unemployment低---- gdp高了---eco growth）经济增长可以用gdp评估也可以用inflation和unemployment rate来评估 hope it helps
