13      A majority of the international journalists surveyed view nuclear power stations as unsafe at present but that they will, or could, be made sufficiently safe in the future.

(A) that they will, or could,

(B) that they would, or could,

(C) they will be or could

(D) think that they will be or could

(E) think the power stations would or could

这题在论坛里几乎没有讨论，但是在国外网站上讨论还挺多。有些老外认为这题出的不好。

首先abcd里面都有they，而且前面出现两个复数名词，有可能会出现指代不清。只有E重新写了power stations。但是这个一般被认为取消歧义的重写在这里却被认为是redundant的。OA给出的解释是they指代没有歧义，不需要重写。我想理由是A majority of +复数名词，其中A majority才是主要的先行词，而后面这个复数名词按照曼哈顿的理解是弱先行词，例如sb‘s sth，这里sb 是弱先行词。所以前文就是一个单数先行词和一个复数先行词，They指代就没有问题了。但是这个点我觉得不太能说的通。
这题我选的是E，因为一开始就排除了they的指代模糊之后只剩下E。 OA；排除E有两个原因，一个是前面讲的redundant，另一个是 would不能用于 由view主导的现在时态中。 于是我就想问了，D里面不是也用了could吗，难道不需要用can吗，为什么D里面的could可以被容忍，E里面的would就不行呢？
还有就是think后面 一定要加that吗？
