(A) reduced the amount of phosphates that municipalitieshad been allowed to dump

(B) reduced the phosphate amount that municipalities hadbeen dumping

(D) reducedthe amount of phosphates that municipalities are allowed to dump (正解)

(E) reduces the amount of phosphates allowed for dumpingby municipalities

雖然agreement是在過去訂下的,但是如果現在仍然有效,那麼都用了"are allowed",爲什麽不能用"reduces"呢?請大家指教!
