不是大侠。只是也是那么巧看不懂题目。悲催。这句话意思是说由于发射量建设，现有卫星需要承担更多工作量。就这么简单

减少。不是建设。说错了。那就说明更容易坏。那么只会恶性循环。没钱造---发射少----现有卫星负荷大----更多坏的又修不好----理赔更多----没钱造。。。
