答案是选A，但是让我纠结的是： for consumers and businesses that make a large number of long-distance calls
that不可以指人，仅能够指物，但这里是CONSUMERS和BUSINESSES平行，为什么可以用that呢？
是因为business可以用that,所以可以用that？？那如果是for businesses and consumers是不是后面就要跟who啊？？？

指人又指物的时候，只能用that引导定从

单独物的时候用 that / which
有人又有物的时候用THAT
