it可能会指代到heavy commitment或者a course of action，如果只带后者，这个也无需用被动语态，比如我们可以说the method works，而不是说the method is worked，后者就很拗口。还有是否指代不明的判断就是和其他选项做对比，比如其他选项中it有被具体的被指代的名词所代替，那么含有it的那个选项就被判定为指代不明，否则不算指代不清；
