in 1983 Argonia’s currency, the argon, underwent a reduction in value relative to the world’s strongest currencies. Faced with the need to increase exports yet again, Argonia’s finance minister has proposed another reduction in the value of the argon.

Hi,

Because I don't know what is you problem, I cannot make answer specific to it but a general one.

The country want to boost its exports(aim) by reducing the value of the currency(approach).

Reducing the value of the argon is a method to increase demand from other country.
Assume Argonia indeed can increase demand by reducing the value of its currency.
(It is also a gratuitous assumption without evidence to substantiate it)
However, boosting export is a function of demand and supply.
To make this point clear, we can ask ourselves--What if the country cannot supply enough products?
If this scenario is true, Argonia still cannot achieve the goal of boosting export.

Choice D confirms this condition.
Operating at full capacity means the country cannot increase their supply any more.
