The author claims that the high success rate does not mean a good job but shows that the fund-raiser did not make effort to solicit new donator instead of people who have already donate to the school. To bolster this conclusion, the arguer cites the fact that 80% success rate can be expected when the only potential donator contracted were people who have donated and the fact that good fund-raisers constantly contact less likely prospects in an effort to expand the donor base.
This argument is flawed because the author assumes the fund-raisers indeed have contracted people who have donated to the school rather than new donators.
E is the correct choice because it points out this assumption untrue.
A is at best a irrelevent choice and at worst a strengthen choice.

A. Among potential donors contacted by Southington University's fund-raisers, the majority of those who did not make donations were people who had made donations to the university in the past.
Form A, we can know the majority of the potential donators who did not make donations were not new donators - they had made donations in the past.
The stimulus tells us old donators are more likely to donate repeatedly.
We can reasonable conclude that the donator who donate this time more than likely are old donators.
This conclusion goes along with the assumption of the author and thus is a strengthen choice not a weaken choice.
